Akari Domoto (Aya Ueto) is a rookie attorney, so-called "Hokaben," a hot lawyer just out of the oven. She is indeed hot-blooded with hopes to rescue the weak using the law. Tadashi Sugisaki (Kazuki Kitamura) is her boss at the big law firm, but he has lost his passion for work, and is cool as ice as an attorney. These two meet as the only two attorneys at the Pro Bono (For Public Good) section, which the firm created to fulfill their social service obligation. Despite Akari's idealistic expectations, Tadashi's first order is to decline all defense requests which come to the Pro Bono section. Akari managed to take on a divorce case, only to discover the real world of the law.

The law will not protect the weak, and it can even be a weapon to kill people---experienced Sugisaki has seen the limit of the law.

Clients after clients looking for saviors come to them for help, but the realities in front of them are too harsh to face. Will they give up or will they face the reality and fight?

充满理想与斗志的堂本灯（上户彩　饰）, 是一位初出茅庐的新人律师, 虽然没有很好的学业成绩, 却让她进了一流大律师行。为帮助社会上低收入没能力聘请律师的人而加入被揶揄为不能赚钱的「福利」部门, 负责的案件,都是被别的部门视为包袱而转介来的, 如帮助一般的市民处理离婚, 钱债的纠纷等。

堂本灯的上司-— 杉崎忠志（北村一辉饰）是一位已看透法律的界限, 因而失去了沖劲的律师。堂本灯收到上司的第一个指示是拒绝所有求助的案件。不明所以的她, 与上司理论, 最后终于说服他让她可以接受一宗离婚的案件。

求助的人是一位36岁的妇人,由于堂本灯知道妇人的丈夫曾对她行使暴力, 说如果用家庭暴力的罪名来控告他的话, 「一定」可以胜诉。可是杉崎对堂本灯说, 法律是没有「一定」的, 法律也不是保障受害者与弱者的工具……

在往后不同的案件中, 堂本灯逐渐经过各种各样现实的洗礼, 不禁会问「到底法律是保障人们, 还是伤害人们的工具呢? 」。她会为了成为理想的律师而不断努力和奋斗, 还是放棄呢?
