Japan to draft basic policy on foreign national issues by January 2026

Japanese Prime Minister Takaichi Sanae / It is true that certain sectors require foreign workers to cope with labor shortages stemming from population decline. However, it is also true that illegal activities and rule violations by some foreign nationals have created situations where the public feels uneasy and unfairly treated.

Prime Minister Takaichi made the remarks at a ministerial meeting on issues on foreign nationals on November 4.

She emphasized that the government will “respond resolutely while drawing a clear line against xenophobia.”

She also instructed relevant ministers to ensure compliance with existing rules and improve the system, and to advance efforts toward the appropriate use of national land, including reviewing rules concerning land acquisition by foreigners.

Takaichi instructed them to compile a basic policy by January 2026.

Minister Onoda Kimi, who oversees foreigners-related policy, will lead the deliberations.
