Japan to mandate registration of nationality for real estate transfer

Onoda Kimi, minister in charge of foreign resident policies / To alleviate public concerns regarding real estate acquisitions by foreigners, we will work with relevant ministries and agencies so we can appropriately disclose the information we gather.

The new policy mandates the registration of applicants' nationality during real estate transfer registrations.

Furthermore, when corporations or other legal entities engage in large-scale land transactions involving important land, they will be required to register not only the nationality of the corporate representative but also the nationality of any directors or shareholders holding a majority stake if they are foreign nationals.

Such important land include ones near defense facilities or remote islands along national borders, or large forested areas.

Additionally, individuals residing overseas will be obliged to report all acquisitions of Japanese real estate, regardless of purpose.

This aims to prevent cases where foreign forces use domestic companies as a guise to acquire the aforementioned important land.

The new policy will also mandate nationality registration for individuals acquiring new forest land.

The government plans to reflect these measures in its basic foreign policy guidelines to be finalized in January 2026.

It aims to implement the measures starting April.
