A group of investigators and firefighters gathered in a residential neighborhood of Edogawa Ward in Tokyo after an incident took place on September 24.

Some firefighters were seen wearing gas masks.

Earlier in the day, two masked individuals sprayed what appeared to be pepper spray on three people in their 30s in the street.

According to police, the three that were sprayed were foreign nationals who worked at a nearby restaurant and had just finished shopping for the store.

Of the three, two were inside the car and one was standing nearby.

That’s when two people wearing all black and black masks suddenly sprayed what looked to be pepper spray.

S/ Local Resident/ I heard a girl screaming like, “Ahh!”

The three experienced eye irritation and were taken to the hospital, but only suffered minor injuries.

Five hours after the incident occurred, investigators continued their work.

S/ Reporter/ A person who appears to be the victim can be seen checking inside the car. They seem to be reenacting the incident.

Officials were confirming the details of the event with the victim present.

Loud coughs that may be caused by the pepper spray could be heard.

We spoke to one of the individuals who were attacked.

S/ Victim/ Two people suddenly ran over and sprayed. I couldn’t open my eyes.

S/ Reporter/ Did they say anything?

S/ Victim/ They didn’t say anything.

S/ Reporter/ It happened suddenly?

S/ Victim/ Yes, all of a sudden. I was surprised. It’s scary.

A nearby elementary school had students walk home in groups as a safety measure.

This is not the first pepper spray incident to occur in Edogawa Ward.

A man who owns a company was sprayed by a duo just five days ago.

The two appeared to target the man who was carrying 50 million yen in cash, but they ran away empty-handed when the man resisted.

The two pepper spray incidents happened about 5.5 kilometers away from each other.

The two suspects escaped in a white vehicle.

Police are classifying this an assault case as they continue the search of the suspects.
