Japan approves first LGBT inclusion basic plan

The Japanese government approved its first basic plan aimed at promoting understanding of LGBT people and other sexual minorities.

The plan was adopted by Cabinet decision under a law aimed at promoting understanding of LGBTQ+ people, which took effect in 2023.

It outlines the roles of the national government, local governments, schools, and businesses in fostering a more inclusive society.

The government says that although awareness of diversity is growing, many people still face isolation and find it difficult to live comfortably.

The plan calls for the government to provide educational materials and training resources, while encouraging schools to strengthen student counseling services.

An LGBT advocacy coalition welcomed the plan, saying it represents another public affirmation of people with diverse sexual orientations and gender identities.

However, the group also criticized the plan for focusing mainly on awareness campaigns and counseling, arguing that it lacks concrete measures, particularly in education.

Under the law, the Basic Plan will be reviewed approximately every three years, with the government considering additional measures in the future.
