7.5% of new condo buyers in central Tokyo are foreigners--Gov't survey

A survey by Japan’s Ministry of Land, Infrastructure, Transport and Tourism showed that 7.5% of those who purchased new condominiums in central Tokyo between January and June 2025 were foreigners.

According to sources, the survey found that the proportion of short-term sales over the six months starting January 2024 was 8.5% in Tokyo as a whole, and 12.2% in the six central and surrounding wards including Minato Ward.

3% of the purchases made between January and June 2025 in Tokyo were made by overseas buyers. 7.5% of the purchases in central Tokyo were made by foreigners, indicating a higher ratio in the central areas.

Rising housing prices in the capital have partly been driven by short-term trading for profit, including purchases from overseas.

The ministry plans to release the results soon and consider necessary measures.
